I do not know.  But I think this is one more reason why we should *not*
ship copies of configuration files in TEXMFDIST, where they will happily
be picked up if the conffile is removed.

- It deprives the local admin of the possibility to remove a conf(ig)file

- In this case, it hides a misconfiguration; format generation during
  configuration of texlive-base-bin (or at least tl-latex-base) should
  not have succeeded in the first place
