The minimal set would be sf*1000.pfb, since these are the fonts used via
type1ec.sty with option 10pt. However, this looks good, too:

I do not remember right now, why the cmbright fonts were included here,
but it does not hurt (a lot) to have them in in cm-super-minimal as well.
That way one would have cm-super-minimal, providing fonts for TeX and X11
as well as cm-super-whatever, providing the rest of the fonts for TeX
only.

I would not call those minimal.
BTW, this would require splitting the map files. Also it would be good to
document the usage of type1ec.sty in README.Debian.
