Ok I checked a bit, gs-gpl is linked against libpaper, and in the
changelog.Debian one can find:
	  * src/imainarg.c: Reapply the papersize diff from debian/patches.
so it seems that the LANGUAGE or respective settings change the output
size of gs.

I would call dvipdf as follows:
	dvipdf -sPAPERSIZE=a4 ...
since the options are carried over to the gs executable.
