The -doc- packages are the language-specific documentation packages;
generally it's TeX Live's approach to bundle the documentation with the
package it documents.  And I think this makes more sense than we had
with the tetex-doc package (which was even problematic license-wise,
because there are some LaTeX packages which require to be distributed as
a whole).

If we can find some better splitting approach (e.g. a package/collection
with general documentation, the FAQs, books etc.), we could suggest that
upstream and split it out.  But I am against diverting from upstream
here.
