Bug#419032: texlive-base: ships too many documentation files

First, I don't consider this a real big package tohave 80Mb lying
around. Today's disks are big and fast.
Second, separating this stuff would be a big diversion from upstreams
collection system. I guess we could build a way around this, but I am
not convinced that this makes a big advantage.
All here, other opinions, should we look into a separation? I am against
this, but if the general opinion is pro I can take a look at the perl
code again ;-)
