And of course this broke building of texlive-bin again with the enabled
check.

I think this shows that we cannot make the check mandatory.  Every
upload of tex-common's with changes in its texmf.d files would make
texlive-bin as it is in the archive FTBFS.

Instead, I suggest to have a separate target "compare-texmf" which can
be invoked by maintainers.
