I would say we stop compressing.  The individual tl packages are much
smaller than big old tetex-doc.  I also think David Kastrup has a point
when he always suggests to build DVI documentation for TeXLive, with
source specials (and DVI files are much smaller than PDF, gzipped or
not).  But this is something we cannot change, of course.
