No, we switched in all of TL2007 to use the <engine> dir using the
patches Jonathan and I have developed. This happened after a long
(private) discussion.

The current context packages should:
- create a dir /v/l/t/w/pdftex and make a link pdfetex -> pdftex

probably from the context packages? Do you have them installed?
