Hm, but I looked at texlive-base-bin's preinst.  And in TL 2005, this
package contains many files in /etc/texmf/texlive/.  Even the preinst of
the package on tug.org doesn't contain any invocation of the function.

So it seems I originally thought this isn't implemented yet.  Instead
it's either buggy, or we have an additional problem: conffiles moved
from one package to the other?
