texlive upstream is

http://tug.org/svn/texlive/trunk/Master/texmf-dist/doc/latex/ntheorem/

in that case, and there's a README and ntheorem.pdf, just as on CTAN.
So this is fixed in TeXLive 2007, soon to be admired in experimental ;-)
