Bug#411288: texlive-base-bin: texlinks should not be installed

This is a reminder and a summary of a IRC discussion between Norbert and
me.  texlinks is not useful at all on a Debian system, since it tries to
create symlinks  to the engines in /usr/bin, one line for each format.
This is dpkg's realm, and symlinks should be in the debs.

Either texlinks should be enhanced to create symlinks from
/usr/local/bin to the engines, or not installed at all.  Since changing
it would require considerable work, while there has never been any user
request, we thought we should rather not install it.
