Bug#411204: tetex-extra: algorithm and algorithmic files are out of date

The files algorithm.sty and algorithmic.sty are out of date.

The current files appear to be maintained and available at this URL:

Updating these files would permit, for example, proper functioning of
\label and \ref for indicating line numbers in algorithms.
