Umpf, yes, this is on my TODO list (as you might have noticed) since
quite some time.

BTW I consider it a pity that it was removed from *sid* ... but then,
AFAIS the whole xml debian group is practically dead. I never got *ANY*
answer about the packages etc.

The arguing/idea behind was:
- we should try to use as much as possible already present Debian
  packages
- there is already xmltex, passivetex, jadetex in Debian
- collection-htmlxml does only consist of these three plus xmlplay
- one Debian package texlive-htmlxml *only* for xmlplay is a bit
  overkill
- move xmlplay to texlive-latex-extra

Now should we reconsider this? Maybe after etch we reintroduce this
collection including passivetex/jadetex/xmltex and try to eliminate the
present Debian packages which are practically unmaintained (see above).
