Yes, sorry that I didn't answer till now, but I was too busy with TL
upstream and tl Debian packages.

Here too, maybe it was an download error some time ago.

Other suggestions by me:
- please repackage the .orig.tar.gz: You include the whole clisp code
  for nothing, which makes up 90% of the unpacked sources, but AFAIS
  it is not used for anything.

- rules file: dh_makeshlibs is unecessary (AFAIS) remove it. Also the
  call to dh_perl seems to be useless (but this I didn't check in
  detail)

Otherwise I agree with Frank.
