Bug#409575: context: cont-en.fmt not found

After I installed the context package, I was constantly getting this
error:

kpathsea: Running mktexfmt cont-en.fmt
mktexfmt: no info for format `cont-en'.
I can't find the format file `cont-en.fmt'!
TeXExec | runtime: 0.463243

However, running texexec --make --all put a cont-en.fmt in
~/.texmf-var/web2c/pdftex. Copying that to /var/lib/texmf/web2c and
running texhash solves the problem.
