compile time setting of TEXMFCNF vs. setting in 85Misc.cnf

This is an interesting idea.  It relies on the fact that the user
doesn't change TEXMFCONFIG to something else, but besides that I don't
see any problems. 

I'm not sure this means that there won't be any problems, though:  I
wonder why no one else came up with that before, and maybe it has been
tried and discarded.  We will have to think about that.  If it's
possible, it offers a very nice way to shoot yourself in the foot, but
also for convenient customization if you know what you are doing.
