maybe it would be best to set the compile-time default (in debian) to
TEXMFCNF = '$HOME/.texmf-config/web2c:/usr/share/texmf/web2c'
because apparently the TEXMFCNF setting in texmf.cnf is ignored, as it
seems to appear.
then the user could override the texmf.cnf settings.
