No idea where this duplication comes from.

Unfortunately this will not work. The specification of TEXMFCNF in
texmf.cnf (and hence 85Misc.cnf) is for information only. Since this
path is used to actually search and (hopefully) find texmf.cnf, this
path has to be compiled into the binaries themself. Hence when
TEXMFNFCNF is used, TEXMFCONFIG is still unknown.
