it occurred to me that adding $TEXMFCONFIG/web2c will not be honored.
at least please remove the duplicated entry:
TEXMFCNF = $TETEXDIR;/usr/share/texmf/web2c
if the user wants to add his own texmf.cnf, he should set an
environment variable:
export TEXMFCNF="$HOME/.texmf-config/web2c;/usr/share/texmf/web2c"
