Bug#407994: texlive-latex-recommended: Documentation for rotating is missing

doc/../rotating only has example files, but not the real documentation
(rotating.dvi - very short, though).  The reason is that it's missing on
CTAN. 

And the file on CTAN still has teTeX's bug #122635 - probably Sebastian
Rahtz should be reminded.
