This is because languages.d deals with hyphenation only, whereas babel
does more (like enabling special active characters, frenchspacing
etc. for some languages).  The languages supported by babel, and
possible synonyms, are described in the babel userguide, section 1.1

I'm sure it works, although I must admit that I don't know how to check
it except by looking for correct hyphenation of the respective words.
