The package texlive-pictures provides, among the others, the kuvio LaTeX
package. However it does not install the file Uarrsy.fd. Without it
kuvio can't be used with the option to use its own fonts, because it
will produce garbage. Kuvio fonts are necessary to use many of kuvio
functionalities.

Kuvio font files are available on CTAN at
http://www.ctan.org/tex-archive/macros/generic/diagrams/kuvio/arrsy/

I had a look at kuvio makefile-dist and it seems that it doesn't install
Uarrsy.fd. So, probably the bug is upstream. Since kuvio is unmantained
(but perfectly working) since 1996, it probably won't change.

So it's on the 2005 CD, but not installed.  There's no kuvio directory
in the current TeXlive (upstream) repository, I don't know why (is there
any Upstream changelog?)

No idea whether this was true at some point, but currently it isn't,
since kuvio is non-free.
