That was my first idea, too (and I think I even proposed it here).
However, I later became aware that there's a problem:  Even if teTeX is
removed from unstable and testing, it will still be in etch.  

I think we should give etch users the possibility to look through
teTeX's bugs, find workarounds (or instead choose to switch to
TeXlive...).  But this excludes reassigning the bugs until after etch is
oldstable or even archived.  

In the meantime, we would have a hard time tracking which bugs also
exist in TeX Live.  Therefore I think it's better to clone them right
now.
