This bug was submitted over a year ago. We brought it to the
attention of the [tex-k] mailing list, which finally refused to
implement exactly what you requested. They offered to implement
another option into dvips, to achieve what you want, but IIRC you
didn't like that.

Finally the discussion ended without result and further attempts to
have exactly your request implemented anywhere (either dvips or
LaTeX) will probably be neglected. For now I tag your request
wontfix. Is it OK to close it?
