I propose the following change to apacite.tpm - no idea whether this
requires any additional changes and which:

Of course if it's easier in terms of coding, we can keep them in a lang/
subdirectory, but generally I don't think it makes sense to have a
subdir when the main dir contains only one ordinary file.
