Last question first:  yes.  The list of "required" things in teTeX is
available in

According to this, we have these problems:

- cyrillic is required, but in texlive-lang-cyrillic.  

  We should probably talk to the LaTeX team, but I think this can be
  left out, since the people who want it will easily find it

- psnfss fonts should be in tl-latex-base (or it should depend on them),
  all these are currently in tl-fonts-recommended except mathpazo stuff
  (see below).  (tl-fonts-extra also gives hits with the pattern in
  tetex-base.install, but these two are not in teTeX and not required).

  README.base35 should probably also be in tl-latex-base, it's only in tl-fonts-extra.

I'm not completely sure whether this is all of "required", but I think
so.  Oh, no it isn't - graphics is missing.  This could indicate that I
also wasn't through all the font things, but I would be surprised.

It would be really good to have this changed in texlive upstream.  Do
you know which collections or tpm need to be moved?  I guess we are
talking about the famous overcrowded "times.tpm" et al.  This is the
list of font directories from tetex-base.install:
