That's terribly fine, very useful. We can also recommend it to
maintainers of packages who want to know which texlive packages they
need to depend on.

Yes, and I think that's the better approach. The separate tetex-src
package only exists because the tetex-base tarball contains only the
extracted files, and the source (dtx) files are in a separate tarball.
The tetex-src package also doesn't have any reverse dependencies (as far
as I know, and it wouldn't make sense), so there's no need for a mapping.
By the way, we've had little feedback about the TeX policy and
implementation by maintainers of TeX add-on packages. It seems you did
read and understand it - I'd be glad if you could report any
inconsistencies, badly phrased parts etc.
