Actually the programming language aleph, which is what the aleph package
provides, has changed its name to AFNIX <URL:http://www.afnix.org>
upstream. Getting AFNIX into Debian would resolve this problem. However,
aleph has been orphaned (#374120) and nobody has taken up the RFP for
AFNIX (#379564) yet.
>From my point of view it is justifiable in such a situation to keep the
conflict in tetex-bin and add one to texlive-omega. But I am no expert
on policy matters.
