I am also working with the unpatched binary:  I'm trying to see the
error first before I can verify that the patch solves it.

I'm not sure which package is missing, but I just tried in a sid chroot:
After installing 

latex-cjk-all tetex-extra latex-cjk-chinese-arphic-bkai00mp 

latex runs fine and pdflatex gives 

! pdfTeX error (arithmetic): divided by zero.

So the problem is reproducible.  I hope I find time to try the patch
today.
