I'm not sure. I will now try a rebuild of Debian Reference.

I thought the other link to the tex list fixes this!??

Please follow the dependency tree (suggested or recommended pckages) of
cjk-latex. You need(ed) at least a tfm* package.

Ignore this. I added this to enable language specific macros. As far as
I know only the German translation of the Debian Reference uses it to
correct bogus hyphenations:

\AtBeginDocument{\hyphenation{
 srivasta Debian Woody Sarge umount LaTeX Linux Apple depends
 POSIX File ...

The file LaTeXmacros.sty should not exist for other documents or
languages. And you know that \InputIfFileExists expands to nothing in
this case ...
