Hm, I'm not sure this is actually in libkpathsea4.

What happens if you install libkpathsea4 again and issue this command:
pdfetex -ini -jobname=latex -progname=latex -translate-file=cp227.tcx '*latex.ini' 2>&1 | tee ini.log
(please send the resulting file ini.log)
