So this means the same problem exists with tetex and texlive? So I
guess it has nothing to do with either one.

All these executables are unrelated to any TeX package.

I don't have any experience with latex2html, neither with tetex nor
texlive. If you have a problem *only* with texlive, please provide a
minimal example file so that we can try to reproduce the bug.
Otherwise, a user list or a bug report against latex2html or netpbm
(which provides pnmtopng) seems more appropriate.
