update-fmtutil and update-language that are also to be used by users are
under /sbin so that they are not in a normal user's PATH. If you do
something about it (or not), please also update the out-of-date man pages.

Please also note that the man page of update-language does not even
mention that a non administrator can use it and that the 3rd line of
update-fontlang (a comment) should mention that it also generates
fmtutil.cnf.
