Bug#396823: tetex-bin: How useful is texconfig on a Debian system

According to the teTeX doc texconfig and texconfig-sys modify files like
updmap.cfg that, on a Debian system, are supposed to be generated by
update-updmap for instance. So these commands seem not to be very useful
for Debian, except maybe if they used updmap etc. that have been adapted
to Debian. I do not know.
It should be possible to decide whether a command is useful for a
specific task by reading its man page, so could you add some information
clearing up this ambiguity
* in the man page of texconfig (like it has been done for updmap)
* and in README.Debian that already vaguely mentions texconfig.
