This and the log from updmap-sys clearly shows that fp9.map has not been
used.
Norbert: Does updmap in TeX Live contain Frank's patches to make
--enable work the Debian way?
Juhapekka: Is fp9.map mentioned in the updmap configuration files, ie,
what's the output of
egrep fp9.map /etc/texmf/updmap.d/*
egrep fp9.map `kpsewhich --format='web2c files' updmap.cfg`
?
