I've documented that in the TeX Policy draft, and am going to close this
bug when it is uploaded.  Not that everyone will read it...  Since
documenting what's already implicit in the Debian Policy, 4.9, "clean"
target, isn't release-critical, and the actual build failure should be
solved, I'm adjusting the severity.
