Here we have the culprit. It loks like it was coming from tetex2 or even
older, no idea, Frank can comment on this for sure.
Delete this file.

Did I say 00tex.cnf and not 00tetex.cnf or 01tetex.cnf??? If yes, I must
have been drunken. No this file you NEED! Can you reinstall
tex-common which contains this file.
And remove tetex00.cnf and tetex01.cnf *if* present. And remove this old
file!

CRAIL (n. mineral)
