I'm not sure what to answer, please feel free to ask
again what you want to know really, anyway,

As far as I know pTeX is maintained yet but not actively
recently.

I believe pTeX doesn't use the problematic files internally
so isn't affected by the removal of them.

The conflict between pTeX and texlive-lang-polish is definitely
reasonable and necessary. For thoes who writes Japanese and
Polish at the same time, there will be XeTeX ;-)

If any test is necessary I'll be able to do it and if really
necessary to do so, I'll be able to do NMU of pTeX.
