Err, that's natural.  No float in any LaTeX document (and probably any
TeX or ConTeXt document, too) is wrapped to the following page.  Page
wrapping contradicts the definition of a float in LaTeX.  

I see that there might be circumstances where something like this is
desirable, but how that should be accomplished depends so much on the
particular document that I cannot even think of a proper specification,
which would be needed before we can consider submitting a wishlist bug
(to the LaTeX team? To the pdftex people?).

Maybe all you need is captions for a non-floating listing?
