Thanks for reporting.  This is strange;  when I did

mkdir area
cd area
apt-get source tetex-base
cd tetex-base-3.0
dpkg-buildpackage -b -uc -rfakeroot

I got the same error and wanted to answer: "Somehow the stampdir got
cleaned without the patches being deapplied.  With no stampdir
available, the clean target does not try to unapply the patches."

However, it seems this does not happen all the time:  After removing the
directory and unpacking it again with dpkg-source, the error does not
occur again.  Has anybody got a clue?  Do you still have a full build
log available?
