Yes and no. From the emails Frank had with Petr(?) I deduced that
1. distribution *is* allowed
2. a new upload to CTAN with a fixed copyright statement will be done
so I counted the problems generated by blacklisting the resp. tpms as more problematic than leaving the files in the package. On this Frank also agreed. If you disagree, please tell me your opinion.

About the bug: I leave it open until updated packages found their way via CTAN into Debian.
