Then dpkg updates conffiles, in particular,
/etc/texmf/fmt.d/10texlive-latex-base.cnf (assuming this is specified
as a conffile), and only after that:

> - dpkg calls texlive-base-bin postinst, which in turn does:

So this should be OK.
