Why not simple remove it?

For PDF, we could "solve" the problem by simply stopping to compress
them, as discussed recently on -devel. Well, we could do the same for
dvi, too, without violating policy, but the increase in space is much
more pronounced:
$ lh latex2e.dvi.gz
-rw-r--r-- 1 root root 51K 1997-01-02 01:37 latex2e.dvi.gz
$ lh latex2e.dvi
-rw-r--r-- 1 frank frank 298K 2005-07-20 15:00 latex2e.dvi
especially for tetex-bin with its large proportion of dvi files.
