Bug#377581: tetex-base: Creating of missing formats failed with dpkg --configure started in /usr/bin

As it seems, there are three common.functions.in files in the debian-tex
repository: one in tex-common, one in tetex-base, one in tetex-bin.
Moreover, the function create_tetex_formats() is only called in the
maintainer scripts of the binary packages tetex-base and tetex-bin (not
tex-common, not tetex-extra), therefore there are only two instances of
this bug.

I have cloned the bug and reassigned it to tetex-bin. When I have the
number of the cloned bug, I will close both bugs in one global commit to
the repository. Therefore, the only thing left to fix this will be to do
two uploads: tetex-base and tetex-bin (supposing the timestamp stuff
will indeed regenerate common.functions from common.functions.in in both
source packages).
