It fails if TEXMFVAR (=HOME/.texmf-var) does not exist (quite likely)
and VARTEXFONTS is not writable (unlikely for an already working setup).
Creating TEXMFVAR by hand would be the manual fix.
The only possible problem I see is if we upload a new version of
tex-common with a 'mktex.cnf' enabeling the 'texmfvar', and the admin of
some site decides that VARTEXFONTS is now no longer needed and removes
it. Users without TEXMFVAR would get problems ...
