Bug#328291: tex-common: could manage the permissions of the ls-R files like tetex did

A reminder: tetex did some magic with the ls-R files and debconf
questions, setting properties respectively.

Should tex-common do this, too?

What should be the permissions of /var/cache/fonts/ls-R in the
non-debconf case?
