look at this:

buettgen@fbec140:~$ dpkg -L tetex-extra | grep SIunits
/usr/share/texmf/tex/latex/SIunits
/usr/share/texmf/tex/latex/SIunits/SIunits.sty
/usr/share/texmf/tex/latex/SIunits/binary.sty
/usr/share/texmf/tex/latex/misc/SIunits.sty

The file SIunits.sty seems to be included twice!  This causes strange
errors when formatting latex-documents which use SIunits (option
binary is not declared; file binary.sty is not loaded correctly).
The solution is simple: rename or remove the file
/usr/share/texmf/tex/latex/misc/SIunits.sty.  It is an older version of
SIunits.

That bug has been fixed in unstable for a long time now, even before
you submitted that bug. As that unstable is actually released I'm
closing that bug.
