But I have an opinion here ;-).

I would say if it is too small for a package on its own, and cannot be
replaced by dvipng, it should rather go into gaim-latex.  Both because
the gaim-latex people will be the ones who really care for it, and
because getting into teTeX isn't so easy - it would mean to upload it to
CTAN, convince Thomas Esser to include it into upstream teTeX, and wait
until this is released and reaches Debian.  We really must deny any
wishes to include specific things in the Debian teTeX package that
aren't in the upstream tarball - that would open a can of worms.
