Okay. I see the proposed solution might be very smart.
I suspect that /tmp/tex* and /tmp/updm* might be useful
even if fmtutil and/or uddmap ended with success.
So the followings are only for a tiny note;
There could happen, for example, where initex might read
some non-standard file from /usr/local/* or ~/texmf/ but
it generated foo.fmt successfully, then afterwards the foo.fmt
might cause a problem because of some inconsistency.
Of course /tmp/tex* or /tmp/updm* might be already removed
at that instance and, as Frank pointed out, there should be
/usr/share/texmf/web2c/*.log but, for normal users, it might
be more user-friendly to provide /tmp/tex* of /tmp/updm* than
so may *.log in a very deep directory /usr/share/texmf/web2c/,
I guess.
Hmm, esthetically, I also prefer /tmp/tetex* than
/usr/share/texmf/web2c/*.log
