Yes, if we want to be able to close the old list after potato is
released (or even before that).  For otherwise, people running potato
trying to find the maintainer of the tetex-* packages using dpkg -s
will end up with a defunct mail address.  Not such a great idea,
really.

(And if you put a note in the changelog that there is no new code,
just a new maintainer field, that should be sufficient.  Or maybe
email Richard as well.)
